Town halls need make-overs to look more like modern art galleries to get voters involved in local democracy, a Blairite think-tank said Monday March 1 2004. Giant TV screens should project films and concerts from the walls. Tents should house plays, concerts, exhibitions and ceremonies around the building. Banners, flags, plants, trees and lighting should be used to transform the outside with open days used to lure locals in.
