CRTC sets 'ambitious' goals to grow broadband access: chairman

The head of Canada's telecom regulator says a move to declare broadband Internet access a basic service will be costly. CRTC chairman Jean-Pierre Blais said the shift is needed so that some people aren't "left behind."
