Peter McKay: 'Virtually zero' chance Senate will be abolished

Justice Minister Peter McKay says reforming the Senate is more realistic than abolishing it. McKay says the latter option has been "virtually prohibited" by the Supreme Court without all provinces and territories agreeing.
