Environment Minister Steven Guilbeault is striking an optimistic tone even as progress is slow on an agreement at the UN biodiversity conference in Montreal. A draft text of the new agreement still highlights a lot of disagreements between countries but Guilbeault says consensus is possible at COP15 ending Monday.
