Telecoms reach backup agreement for outages: Champagne

Innovation Minister Francois Philippe-Champagne says Canadian telecommunications companies complied with his order to sign an agreement to back each other up when networks go down. The agreement follows the 15-hour Rogers outage in July that left millions of Canadians without the ability to make calls or connect online.
