Premier of New Brunswick Blaine Higgs met with Prime Minister Justin Trudeau Monday and says he's hopeful full approval of his province's carbon plan is coming early in the new year. It was one of a range of topics discussed by the two men, a meeting Higgs described as reflective of a change in tone in federal-provincial relations.
