Kissinger, former Senate Majority Leader Robert Dole (R-KS) and former National Security Adviser Brent Scowcroft wait for the casket of former U.S. President Gerald R. Ford at the steps of the U.S. House of Representatives at the U.S. Capitol December 30, 2006 in Washington, DC. Ford will lie in state in the Capitol's Rotunda until Tuesday when a funeral ceremony will be held at the Washington National Cathedral.
