In this Monday, Sept. 23, 2019 photo, Sudanese migrants who tried crossing the Mediterranean from Libya sit in a balcony in a Tunisian Red Crescent facility in Zarzis, south of Tunisia. Tunisia offers an opportunity for militia networks to make money off European funds earmarked for migrants. Because of Libya’s dysfunctional banking system, international organizations give contracts, usually in dollars, to Libyan groups with bank accounts in Tunisia.
