Speaking in Moscow, Foreign Minister Sergey Lavrov said leaders had deemed it was "necessary to resume dialogue on all issues that can be resolved." He also denied Europeans a seat at the negotiating table accusing them of intending to use a possible ceasefire to enable Ukraine to pursue fighting.
