The move comes after Pope John Paul II accepted the resignation Wednesday of Bishop Thomas O'Brien of Phoenix, who has been charged with leaving the scene of a fatal accident. O'Brien also recently struck a deal to avoid indictment for allegedly sheltering molesters in the clergy.
