(LA3) SANTA MONICA, CalDec . 23—-WATERSPOUT CAVORTS OFF COAST- A waterspout, which the weather bureau said was caused by unstable air conditions, moves across Santa Monica bay during a storm yesterday. Watchers estimated its height at 1500 feet and said it remained visible for 20 minutes.
