FILE - Quebec Federation of Labor president Louis Laberge speaks to picketing Bell Canada workers outside Bell headquarters in Montreal on July 27, 1979. Laberge spoke to the crowd of more than 600 people from the top of a sound truck. Laberge, instrumental in building the Quebec Federation of Labour into the province’s most powerful labour group, has died of a heart attack. He was 78. (CP PICTURE ARCHIVE/Chuck Stoody)
