HAITI CONSTANT

Emmanuel Constant, the Executive Secretary General of FRAPH (Front for Advancement and Progress of People), speaks during a news conference in Port-au-Prince, Haiti Sept. 22, 1994. In an interview Monday Sept. 2, 2000 with The Associated Press Constant said that the violence on April 22, 1994, now known as the Raboteau Massacre, was ``a complete invention'' that never happened. Constant has been accused of complicity in the killing, maiming and torture of thousands of civilians prior to the 1994 U.S. invasion of Haiti, but he said he wasn't responsible for even one death. Most of those accused have fled the country, including Constant, who is trying to build a new life as a real estate agent in New York City's Queens borough. (AP Photo/John McConnico)
