'Stronger measures' needed at border as work resumes, Trudeau says

Even if the U.S. border stays largely closed, Justin Trudeau says more economic activity will mean more people crossing it on essential business. He says the priority is to keep Canadians safe, but just what that means will needed to be determined before the current border deal ends May 21.
